More than 1.6 million mobile telecom service subscribers have opened dedicated content service payment accounts
The Federal Law On Amending the Federal Law on Communications, intended to protect subscribers and establishing new requirements to be met by telecom operators in providing content services, has been in effect in Russia for more than a year now.
During that time, the new right to open dedicated content service payment accounts has been exercised by 541 subscribers of Mobile TeleSystems, 1.303 million subscribers of Vimpelcom (including 678,885 individuals), and 349,463 subscribers of Megafon. More than 4 million Megafon subscribers, including legal entity subscribers, have enabled supplementary services like a permanent ban on content services, a temporary ban on content services, a ban on infotainment services, etc.
The Federal Law On Amending the Federal Law on Communications (Federal Law No. 229-FZ dated 23 July 2013) became effective on 1 May 2014. The changes were intended to protect subscribers’ rights in using services organic to mobile radio and telephone services. If retaining third-party content service providers, the telecom operator is obligated to create a dedicated account for such services if so requested by the subscriber. Payment for content services shall be limited to the funds in the dedicated account.
