The comprehensive scientific study of the problem how to protect children from adverse mass media information has been prepared by order of supervisory authority (Roscomnadzor) by a team of scientists and experts from 20 leading educational and research centers of Russia.
The Concept was established to develop a strategic scientifically based approach to the problem how to protect children from the negative information disseminated in the mass media environment. The major research part of the Concept covers a wide range of psychological, culturological and legal issues related to present-day mass media influence on children and teen-agers personality formation. The document contains a list of methods and practical recommendations on application of the current legislation “On protection of children from the information detrimental to their health and formation”, as well as a number of proposals on amendments and additions to the current regulatory legal acts. The authors of the Concept promote the ideas of media literacy, literary text perception on the culturological context basis, as well as adults’ moral, ethical and pedagogical responsibility for choosing the children's information content.
In November 2013 the document was introduced for public discussion.
The Concept was discussed by Roscomnadzor Mass Communication Council, the State Duma of the Russian Federation, the Public Chamber of the Russian Federation, the Children’s Rights Commissioner under the President of the Russian Federation, the Moscow State University, mass media representatives and Internet community.
All proposals and comments to the Concept made during the public discussion were delivered to its authors for the document revision. As a result, the Concept was completed and amended.
In particular, the high-profile proposal on the necessity to extend the sphere of application of l the current legislation “On protection of children from information detrimental to their health and formation” to fictions with elements of erotic and pornography was excluded from the Concept.
The third part of the Concept covering animated cartoons issues was developed in cooperation with the representatives of animation film society.
The second revision of 20 part (“Strategy, purposes, challenges and methods of children’ and teen-agers’ informational education”) includes unified and corrected terms used in the Concept. The main principles of children’s informational education stated in this part were also updated.
All other parts and provisions of the Concept were also revised.
The Concept of Children’s Information Security was submitted to the Federation Council of the Federal Assembly of the Russian Federation for further use in the rule-making process.
