The Head of Roscomnadzor has discussed with the Vice-President of Twitter Company the issues of mutual interaction to ensure execution of the Russian legislation.

Moscow, June 23, 2014. The Head of Roscomnadzor Alexander Zharov had a meeting with Mr. Colin Crowell, the Vice-President of Twitter Inc. and discussed the issues of interaction between the Russian supervisory authority and the international social network to ensure execution of the Russian legislation.

In the course of the meeting Alexander Zharov has informed his guest about the legislation innovations within the recent two years in regulation of the Russian Internet segment. In particular, about the provisions and requirements of the federal laws No. 139-FZ (prohibiting distribution of child pornography, suicide and drug addiction propaganda through Internet), No. 398-FZ (binding to block at the request of the Prosecutor-General’s Office the Internet resources calling to mass riots, extremist activities or participation in unauthorized mass events) and No. 97-FZ (the so-called “blogger law”).

In view of social importance and popularity of Twitter microblog service in Russia, Alexander Zharov spoke for establishing effective interaction with the social network managers both directly and at the websites of the Russian industry associations.

As the Twitter Company is not going to establish its representative office in Russia in the near future, the parties decided to appoint a responsible person operating in the Twitter corporate structure, who will be authorized to take legally relevant decisions at the request of the Russian supervisory authority.

By results of the meeting the Twitter Company’s managers were given the detailed information on 12 microblog service accounts considered by the General Prosecutor’s Office of the Russian Federation to be of extremist character. Roscomnadzor expects the Internet resource administration to take the positive decision regarding deletion of the above-mentioned accounts or limitation of the access to them in Russia.
