Roskomnadzor initiated the development of the Concept of Children's Information Security.

The Lomonosov Moscow State University became the contractor assigned to this work following the results of the open tendering procedure. To this end, the Lomonosov Moscow State University also engaged the St. Petersburg State University, the I.M. Sechenov First Moscow State Medical University, the National Research University "Higher School of Economics", the Moscow City Psychological-Pedagogical University, the Southern Federal University, the Office of the Commissioner of the Russian President for Children's Rights, and other higher educational institutions of the Russian Federation.

The urgency of developing this Concept refers to the adoption of the Federal Law No. 436-FZ of December 29, 2010, On Protecting Children from Information Harmful to Their Health and Development, which came into effect on September 1, 2012.

However, currently children have unlimited virtually access to mass media , public information and telecommunication networks, electronic and computer games, motion pictures, videos, and other audiovisual recordings and materials. And it often has a traumatic effect on children, contributes to their aggressive and violent behavior, facilitates their involvement in sexual abuse.

As the future depends on the development of children, the problem of children's security in the modern information space requires a comprehensive solution.

As a part of the Concept developing process, the analysis of foreign and domestic experience of legal regulation of information security of children and adolescents, as exemplified by other countries, was carried out and summarized. The basic terminology used in the Federal Law No. 436-FZ of December 29, 2010, was then defined (i.e. definition of information that encourages children to commit acts that endanger their lives and/or health, definition of information justifying violence and cruelty, etc.).

In addition, criteria were specified for classifying information as a product of significant artistic value. The peculiarities of children's perception of animation products (cartoons) were researched and taken into account.

An important part of the Concept of Children's Information Security are suggestions for improving regulatory acts of the Russian Federation, which are related to protection of children from information harmful to their health and development, as the execution of the Federal Law No. 436-FZ of December 29, 2010, has revealed aspects that are not taken into account by the legislation in force.

As a part of the Concept developing process, pursuant to the Federal Law No. 436-FZ of December 29, 2010, the following guidelines were worked out: for the content evaluation, for expert content classification by age categories, and for classification of animation products (cartoons), which will be of significant help to content manufacturers and distributors.
