Mass Media Control and Supervision

The main powers of the Federal Service for Supervision of Communications, Information Technology, and Mass Media (hereafter referred to as "Service") in mass communications include control and supervision of the following:

The compliance with the legislation of the Russian Federation related to mass media and mass communications, television and radio broadcasting.

The submitting mandatory federal copies of documents related to mass communications.

The licensees' compliance with license requirements and conditions when carrying out television and radio broadcasting.

The licensees' compliance with license requirements and conditions when producing copies of audiovisual works, computer software, databases, and audio recordings on any media.

Using intellectual property in mass communications.

For executing aforementioned powers, the Service takes scheduled and unscheduled measures of state control and supervision of editorial staff of mass media, broadcasters, as well as organizations that possess licenses for production of copies of audiovisual works, computer software, databases, and audio recordings on any media. These measures are taken by Roskomnadzor both with and without cooperation with inspected entities.

In addition, the Service performs priority-based control and supervision over the compliance with the legislation of the Russian Federation on countering extremism; promotion of narcotic drugs, pornography, violence and cruelty; dissemination of materials containing explicit language; dissemination of information on minors affected by illegal action/inaction; as well as the inadmissibility of obstructing the lawful activities of media outlets and journalists.

The plenary powers in mass communications, and TV and radio broadcasting were designed in order to provide the development of mass communications; to ensure constitutional guarantees of freedom of mass media; to ensure the inadmissibility of using mass media for committing criminal offenses; disclosing information constituting a state or other secret protected by law; distributing materials containing public appeals to terrorist activity or publicly justifying terrorism and other extremist materials, as well as materials that promote drugs, pornography, violence and cruelty; and disseminating other information, that is prohibited to be disseminated by the federal law.
